Cleveleys Coastal Community Team is working with Wyre Council to stem the economic impact of coronavirus on our town centre. One of the things that was to be implemented was the temporary pedestrianisation of Victoria Road West.
Temporary Pedestrianisation of Victoria Road West
For the avoidance of doubt. Temporary pedestrianisation was proposed in July 2020 because of the need for more space for pedestrians to social distance during the current health crisis.
However, weeks turned into months and eventually the senior management team at Wyre Council made a decision about the proposal. We found out not many hours before making this update video.

In the face of ‘strong opposition’ they have decided to leave the highway open. Instead they will close the one hour street parking bays from Nutter Road to the Clock Shelter. The disabled spaces outside the Halifax will remain open. It’s expected that the barriers to effect the closure will be in place during week commencing 30.11.20.
It was our belief that the electric car charging points and bus drop off bays would remain open. Apparently not so, as was revealed when the first batch of bollards were positioned on Monday 30 November 2020 –
Pedestrianisation in Cleveleys has long been discussed – but never gone anywhere. Then in May 2020 the Government launched the ‘Reopening High Streets Safely’ fund, to enable local authorities and communities to work together to make town centres safe spaces for people to shop during the Covid pandemic. Pedestrianisation or making ‘shared space’ was one of their suggestions.

Officers in regeneration and engineering departments at Wyre Council worked with Cleveleys Coastal Community Team to see how Cleveleys share of the fund could be best spent. Temporary pedestrianisation was seen as a way to make space for people and try something out which could have good long term outcomes for the town – bearing in mind how much things are changing. On 14 July 2020 we put this article out out on Visit Cleveleys, asking for your views on pedestrianisation of Victoria Road West Cleveleys. You answered in fair numbers, most for it and some against. You can read the comments below.
If it had gone ahead, the plan was to –
Place barriers across the high street in line with the flower planter and clock at the end of Nutter Road.
The road would be closed to traffic, meaning pedestrians can use all of the available space.
The whole of the central section of Victoria Road West would be closed to all traffic as far as the junction with South Promenade at the clock shelter roundabout. (The roundabout will remain fully open).
Side streets will be closed at the junction adjoining the closed section of Victoria Road West.
The temporary closure would be effective for a few months, probably until Christmas. The proposal is to make it permanent thereafter if it’s successful, following public consultation.
Reasons for the Temporary Pedestrianisation of Victoria Road West
Pedestrianisation has been mooted many times over the years. It’s strongly favoured by some town centre representatives.
The social distancing requirements of coronavirus mean that space for pedestrians is now at a premium. A very narrow pavement on one side of the high street is a problem for people passing each other safely. Even the wide pavement isn’t wide enough, with people and queues.
Don’t forget that the individual shops own their own frontage on the wide side of the road, and can use it as they wish.
Cafe and food retailers are struggling with seating facilities because of the new spacing requirements. This will also provide more outdoor space for them to use. Food retailers will need to apply for a licence for outdoor seating from Wyre Council.
Testbed for Future Change
Government is also very clear that this is an ideal opportunity to test out proposals before making them permanent.
Pedestrianisation would provide the opportunity and space for many of the things that Cleveleys has been unable to do in the past. For example events, markets, street and Christmas decorations, street trees, and much more.
If successful and welcomed it could transform the town centre.
Potential Issues with the temporary pedestrianisation of Victoria Road West
As with any significant change (hopefully improvement) there will be some issues to overcome. We’ve listed the points that we can think of:
Disabled Parking Bays
Obviously the closure of this part of the high street will mean the loss of the disabled parking bays. We will be working with Wyre Council and Lancashire County Council to relocate them – probably to the adjacent truncated side streets.
Taxi Ranks
The same for taxi ranks on the affected section of Victoria Road West, as for disabled parking bays.
Buses
Bus services will be re-routed in the same way as they are when diverted for the car show.
Increase in traffic at Rough Lea Road
Through traffic will find it easier to find an alternative route to bypass the town centre. The amount of traffic accessing Rough Lea Road and Derby Road car parks shouldn’t be affected. They have to use the same roads now.

Maybe, its time to get Richard at Hesketh Cars to remove all his ex stock cars parked in the streets around his car yard and free up much-needed parking spaces for the public use so they can keep on shopping in Cleveleys town centre?
Sorry cancelling the parking bays is a really dumb idea. I am over 70 years old and although I do not have a blue badge my mobility is restricted. I will be unable to walk the length of the road and therefore will be unable to shop here. The car parks are also too far from the main strip and are often full to capacity anyway.
Cleveleys must be pedestrianised.
Every pedestrianised town and city space in the world proves this.
Victoria road should be landscaped, lined with trees and shrubs to make a safe and very attractive space for people and slow moving bikes and mobility scooters.
Look how well this works along our beautiful promenade. This is the gold standard that is a proven recipe for success.
Parking in the adjacent roads has space to spare for disabled motor vehicles only.
Sustainable public transport can more easily be provided to adjacent roads without the problem of cars and there is no reason for any but emergency vehicles to use Victoria road pedestrian area.
The result will be a boom for local business and Cleveleys would become a successful attraction, instead of a failing embarrassment.
The Cleveleys in which I was born was just such a place. It had green space, homes and gardens in Victoria road. There were thriving local businesses in well maintained buildings. Owners lived over the shop and cared about their home community, providing far superior goods and services to those of the today.
There was almost no motor traffic and people filled the streets. Holiday makers arrived by train and flocked to the coast. It was the sort of place to which people dreamed of moving.
The motor car and the selfish, lazy way in which it is overused has wrecked my home town. Look at the destruction of the beautiful centrepiece green lawn and floral display roundabout in the centre of Cleveleys, as just one small example. Now we have a foul, dangerous ten lane racetrack where flowers once bloomed.
Britain already knows that all polluting vehicles are to be outlawed as soon as possible; this is already the national commitment.
Selfish people, who are perfectly capable of walking should no longer be allowed to foil the essential measures that would protect us all today.
Only in this way would enough space remain to allow fair access to the genuinely disabled.
The ONLY vehicles with any moral right to operate in the air we all breathe, are those that cause no pollution.
We are already forced to compromise, accepting the polluting use of really essential and emergency vehicles until they can be replaced.
Those who expect to enjoy their own comfort and luxury, do so at the expense of us all and to the ruin of the town in which we live.
There is simply no space to accommodate all those who demand the right to drive through Victoria road today. The only way to treat all fairly, is to stop driving on Victoria Road for everyone and benefit the health, safety, sustainability and economy for us all.
It is high time that the selfish few were banned from ruining this space for everyone.
The single reason why people do not use bikes, walking or public transport, is the presence of selfish, inconsiderate, bullying drivers. They block the roads, delaying buses, they imperil walkers, making the streets unsafe, they poison our air, causing the deaths of seven million people a year from air pollution globally. They bully and harrass cyclists, whom they resent, as ‘paying no road tax’ and terrify parents, who dare not allow they children to play outside their homes and cycle, as my generation did, in the clean, seaside air.
The car has turned people into deluded, selfish, greedy bullies. It has destroyed public health and our responsibility for our neighbourhoods. It has made our towns into dangerous, noisey, unhealthy places where nobody wants to live.
Take it away and watch people become human again. There is no sustainable alternative.

I have not driven a car in 2020.
Despite being disabled, I rely on sustainable transport, such as cycling, walking, bus, tram or electric buggy as do many of my more elderly and disabled neighbours.
The first step in overcoming addiction is to quit the denial. The car is an addiction humanity cannot afford.
What idiot though this one up, just where do drivers park when shopping as a great shortage of parking is missing, shops are going to feel less footfall in shops as people who drive will go elsewhere and this is as well as the Corona Virus. The only people to gain will be Supermarkets with parking and the losers will be small shops yet again left to struggle, make all the parking meters free for this disaster but I cannot see this happening. Yet another brilliant idea and so close to Christmas by Councillors.
Great idea pedestrians will feel a lot safer especially the elderly who struggle to hear the Electric and Hybrid cars and tend to step out because they can’t hear them.
Well, I am disabled and if they cannot hear any vehicles they should follow the high Way code and look.

Poulton is pedestrian friendly & it works for the disabled there!
Cleveleys has more side streets for disabled to park, closer to most of the shops than Poulton does & it works perfectly.
I say let’s trial it – with a fair crack of the whip & see how it goes – it’ll be a much safer place to shop.
NO leave Cleveleys as it is – it would be a big mistake to completely pedestrianise Victoria Road West – This would have a serious impact on the surrounding roads which would become gridlocked and congested with parked cars.. and deter visitors completely – thus affecting small businesses who are already struggling ..
A precinct would slowly downgrade the area – with sprawling pavement cafes obstructing pathways.. and creating a scruffy environment. ..
Leave Cleveleys alone – it is a traditional residential area with timeless appeal..
If Victoria Road is pedestrianised – shops will close and Cleveleys will become a ghost town.. Buses and Taxis and Delivery vans need access to this Main road.. Spend the council’s money on improving shops fronts…. restoring the original architecture –

What an utter waste of money. Terrible idea. When are folk going to realise the high street is dead! My family refuse point blank to go in any shops and in fact since the lockdown we buy everything on line and will continue to do so. If shops/cafes were stopped from littering and blocking footpaths with stalls, tables and chairs etc social distancing would not be a problem.

I visited Cleveleys yesterday for an Interview at local retail shop. I was amazed to see how busy Cleveleys was on the high street. I was able to use the public bus transport safely and walk to my Interview in no time.
However there will be people who are disabled or need a taxi to support them from doing there shopping or accessing banks or meeting people for coffees and lunch.
It was lovely to see so many people out and about in Cleveleys using the local charitiies shops, cafes, banks, larger retail stalls and other essential business to enable these people to stay local or feel welcome to visit.
I had to dodge people and walk on the road to respect the social distancing rule.
It would feel great and safe to have this road traffic free so everyone can access the local shops , businesses, with maybe special permits for Taxi Drivers, Emergency Services and Designated support Drop off for people who need extra support.
Everyone needs to have safe spaces to feel comfortable in this current world we live in.
The community, business all matter and there must be designated places for the lorries for deliveries maybe back of shops so the welfare of working people doing there jobs is not causing more stress. Lets make Cleveleys a brighter, more flowers, more greenery, Christmas Markets and other Community Events to encourage everyone to be able to access shopping or simply get out for lunch with friends and local businesses supporting this. There have been many accidents on the roads over the years in Cleveleys that im sure could have been avoided by less Traffic. Permits needed for those who need to drive down the road. Safety Paramount first, Businesses need the support of there Communities to come and more local start up business ideas for encouraging younger generation etc.

I think it’s a terrible idea. It’s already difficult to find free parking in Cleveleys, So unless you’re coming for a day out now you just wouldn’t bother. You can’t nip to the shop as all the side streets are going to be even worse than usual. There isn’t an issue with social distancing on the pavement at all except for outside one or two shops e.g home bargains and as shops allow more people in this will change anyway and be alleviated.
As it stands, if you wanted to quickly nip to one shop just before closing you could pull it to the one hour bay outside and dash in; now you won’t be able to do this without a 10 minute walk to the shops. That will obviously put off anyone who struggles walking, anyone carrying anything heavy (ie big purchases) or anyone who wants to be quick.
All you’re going to achieve is less people coming to Cleveleys when the shops really need a boost. It’s so short sighted it’s been thought of by someone who obviously doesn’t ever drive to Cleveleys.
The worst bit is acknowledging “oh yes deliveries will struggle and disabled access will be difficult but we’ll see how it goes” – you haven’t even got a solution to the already known issues, it’s ridiculous.
We should be encouraging people to Cleveleys as much as possible right now, not the opposite.
With Aldi car park shut it will just drive people away from Cleveleys. Agree with poster of this article
This is the worst idea i have ever heard since “lets put pay as you go parking all the way up to Bispham on the Prom”, there is already a massive problem with parking in Cleveleys, i have to do at least 3 laps to find a free parking place every time i go which is hardly, because there is just nowhere to park, there are double yellows all over the place, its hardly worked in Blackpool, another place i used to go fairly regularly, but same again nowhere to park, i don’t think i will bother going if its pedestrianized as there will be nowhere to park at all as most of the people living and working in Cleveleys will have taken all the parking spaces….. Pfffffffffffff
If it’s such a good idea then why did the council give approval to McDonald’s at Morrison’s and a retail park at norcross.
M&S will leave the high street as soon as the retail park is open, there’s another empty shop for all you to look at whilst walking the high street
I think it’s a terrible idea. Many older/disabled people need to park near the shops, & to have to go to the side street might not seem far to the able-bodied, but if someone has mobility issues, it would prevent them from being able to shop in Cleveleys. Same for the bus stop outside Marks & Spencer, it’s a long way for people to walk from there to the bus station with a lot of shopping. Also, it would mean all cars parking in side streets having to do u-turns to get out again – accidents waiting to happen! I think it would have the opposite effect to that proposed, & would stop people wanting to shop in Cleveleys.
I think it is a great idea and long overdue. There were negative comments about the Square in Poulton being pedestrians only and that has worked well as a hub, and Cleveleys could have the same, street markets, entertainment bring back some life to the centre
As for those complaining about the lack of parking there’s plenty round the back of Tesco’s and near the bus station -perhaps the council could make the first hour free or a heavily discounted rate
I do understand about disabled shoppers but not that many disabled spaces on the street anyway, again spaces in the above named car parks and presumably there would still be a taxi rank outside Wilkinson’s, so not that far to walk and plenty of benches between the shops to ‘pace’ yourself – they could also presumably meet you in any of the side streets, just not on the main street. So I say go for it – the extra space would be ideal for those who rely on wheelchairs and electronic scooter
I am surprised it’s never been thought of before. We often drive and park in Cleveleys but rarely go down Victoria Rd West. If it’s temporary then treat it as an experiment and review it.
I completely support this. I actually suggested it many years ago to alleviate the congestion during the summer with all the people who visit.
Now there’s an even more important reason.. i regularly find myself having to walk on the road to ensure social distancing at the moment
Pointless waste of money, spend the money doing up what’s already there, spruce up the buildings, subsidise rents to get more businesses in. Free parking . We could have I looking like lytham and getting the visitors in, they seem to cope fine with a road down the middle.
Spend money in the area… Would be great to see it fully pedestrianised because dispite all the empty shops there is a lot of foot traffic. I say fully pedestrianise it, get the shops open by lowering rates and promoting healthy competition amount businesses and make cleveleys great
Personally I think this is an excellent idea The Street is perfect for pedestrianisation and it will enable the cafes and restaurants more space to expand their outside areas
Brilliant idea. My husband and I walk down the road to avoid the crowds on the pavements on this stretch. Can’t come soon enough.
I don’t think its a good idea at all, it will make the place look scruffier than it is, tables and chairs all over the place, seagulls, well say no more.Its ridicules. Don’t no who thought this one up,Moneys got to be involved somewhere.
Sorry but it sounds like a disaster in the making, the Regal and Costa are just 2 businesses that have large lorries delivering to them via Vic rd, there are many more from the flower clock stand to the clock shelter … Where are those lorries going to park to deliver to all these shops, the side roads will be closed off… even if those side roads weren’t being occupied by cars from shoppers vying for space ,I’m sure the people living above the shops require parking in those roads so the delivery vans wouldn’t be able to use them for deliveries and I can’t imagine the chaos of one of those large lorries trying to reverse back out of a side road into coronation road that has cars on both sides . The elderly… I’ve seen many an elderly person struggle with their shopping just to get from Iceland or home bargains to the taxi rank outside Costa, the taxi drivers usually see them struggle and walk across the road to assist their passengers over it and take their shopping trolleys back for them, how are those elderly people going to be able to walk even further to nutter road if they can’t even make it from the shop door to the pavement when laden up, the taxis turn round on nutter road if the passenger lives in that direction which wouldn’t be effected.. except the fact they’ll then be trying to turn with the extra traffic that would normally be going straight down but having to turn right into nutter.. it’s all well and good saying how fab it would be but they’ll be shops affected, elderly affected and the people who actually live on that road affected if they drive too, I’m pretty sure I could think of some other negatives against it but… No point as it’ll probably go ahead anyway despite no one actually thinking of the consequences to others… That’s the society we live in now isn’t it.. the think of yourself only society
Exactly right, and some of these negatives have been admitted above and they haven’t even got a solution they’ve just said “well we’ll see how it goes”
I object, for one thing bet there will be NO,1 hour free parking as there is now, for people to nip into a shop and back out again. Get rid of the taxi ranks there are far too many. Don’t want to walk down high street whist people sat out drinking and smoking
I think it’s a great idea to do PERMANENTLY.
Make it a show piece, fill it with flowers and trees. Allow the cafes to spill over.
Make it different.
Attract individual, specialist shops.
Imagine walking down the street without having to dodge the cars searching for the few parking places.
Deliveries round the back.
Parking elsewhere – free or small charge would be best.
Reduce the rates to attract shop owners.
Make it different and worthy of this town.
Cleveleys Victoria Road West used to be lovely, now full of rubbish scruffy charity shops they won’t be missed, flipping cafes taking over pavements with their tacky furniture. Give it 3yrs M&S will be gone probably Iceland. Good plan by some idiot probably taken a back hander to even think of this dumb plan. Boycott Victoria Road West!!!
M&S is relocating to the new Norcross development. They should have been gone by this August…
Not a bad idea for once…..won’t this increase the amount of seagull attacks? Even so, instead of taking away the taxi ranks, maybe reduce/relocate them.
This may be a main route through town, but most of the people coming to cleveleys are visitors, who normally are dropped off by coach…maybe a designated area for buses to drop off would be good…near Wilkinson’s?
I am so fed up of the cars speeding down the main strip, especially when there’s queues to get into banks/shops or to use cash machines, you are then pushed out onto the road to try get past people! It’s bad enough with the ‘pandemic’ at the moment and using social distancing measures, so queues are longer and/or more confusing regarding the right direction of the queue!
This would be an excellent move and hopefully permanent. A weekly market and Christmas market and other events would bring lots of trade into the town

Brilliant idea..I live in cleveleys and it’s a nightmare walking on the pavement when shopping ..nearly impossible for social distancing like you say because of queing for the shops ..I hope the idea goes ahead .
I generally think it is a ridiculous idea, it will make very little difference to footfall for the various businesses.
It would however be more acceptable if it was only from Nutter Rd to Bispham Rd or has money been wasted installing the car charging points opposite Princess Rd.
To block access from Bispham Rd, a vital entry point would be total stupidity.
I agree it would be a positive move for Cleveleys. I think it would be good to start by the trams, rather than Nutter Road, and run to the promenade. To help the businesses the council should also look at reducing parking charges. Anything that encourages people into the town and increase the footfall for shops and cafes is good for the town.
Great idea. Ideal for the market that is often cancelled. Think the whole section from the traffic lights would be safer though. Also, parking is an issue.
Good idea. Will make Cleveleys a more attractive place to visit and entice more businesses to invest in some of the empty shops. It would make a brilliant cafe/bistro area which could be extended into the evening thus bringing more people who in turn will spend more money. As for parking, the Council need to provide a larger car park to accommodate out of towners to visit also. When Blackpool was pedestrianised there was loads of negative comments but nowadays its just a way of life and most people don’t even remember before pedestrianisation. As for taxis, most park up outside Wilkinson anyway, they just need to drive the other way. The bus also can be easily rerouted and most shops have a rear entrance for goods collections etc.

Excellent idea, all the shops have rear access so deliveries should not be affected.
The cafes seem to be wanting to take over the pavements so it will make those more attractive as well !

could we please have Motorcycle Only parking bays with lockon bars. this would serve two purposes. 1. no more motorbikes parked on the pavement and 2. show us bikers that you are not discriminatory. you already have car spaces, disabled spaces and family with kids parking bays.
Fantastic idea and much needed especially now with social distancing. Very stressful at the moment to try and avoid others at a distance. Will open up the whole area for a far better shopping experience.
Could a Park and Ride be looked at if Victoria Road is to be pedestrianised. That way you would still get people coming to Cleveleys without the hassle of trying to find parking spaces near the shops and then not bothering as the pick up/drop off could be near the road closure point.
I think it’s a good idea to try ,
if successful the outdoor market could have stalls up the Center of the street instead of squeezed onto the corner of the prom, lots of room for more stalls and more visitors, benefitting the whole of the high street.
All the car parking is fairly central to high street so shouldn’t cause too much of a problem.
I think this is a brilliant idea, as long as the same amount or more disabled parking is made available in the adjoining streets. It should boost visitors if there is more outdoor seating at cafes. As someone who regularly visits with a lady who uses a wheelchair we sometimes find it difficult to get seated at her favorite cafe. Which I suspect will be even more difficult with the reduced seating at the moment. So this is great news for us, as for parking, if it moves a few yards further away we don’t see a problem.
Excellent idea. Hope I’m wrong but I think the coronavirus restrictions are going to be long lasting and long term plans will be necessary to keep town centres vibrant.
This is basically an excellent idea although I think it should only be from Nutter Road, to Bispham Road.
Nutter Road could then be made one way South to North enabling the West side to be disabled spaces and taxi rank. The parking spaces and loading bay at the Victoria Road end of Bispham Road could also become disabled spaces and taxi ranks.
Way overdue and I think will be well received as many towns have this sort of pedestrian area. Shops/cafes can expand and the look and feel of the high street will improve as a result. Great idea all round
Excellent idea, really hope it becomes permanent. Will be a major improvement all round.
There are definitely some positives to this scheme. Would be great to create space for more pavement cafes..not least because the small spaces the cafes have at the moment mean non smokers like myself can’t sit outside with the number of people smoking in a small seated area. It would also be great to have more space for walking and scooting as like many others I have to use a mobility scooter. Some people don’t like the space we have to us on the existing pavements. On the down side would this negatively impact on local businesses. Additionally a lot of thought would have to be given to more parking availability including blue badge spaces. However..also good idea.
This would be a potential life saver for cleveleys and the shops there could only benefit from pedestrianisation. This will bring the town In line with so many other areas that have benefitted from more open spaces for pedestrians and a reduction in pollution from traffic. Cleveleys should also be given the benefit of free parking areas on line with poulton
I think the even with a bit of inconvenience for drivers this is a fabulous idea. I think it will be lovely to have a whole area where you can sit out and drink and eat without traffic fumes and noise. I hope it really happens and the whole pedestrian area can be upgraded and improved.
Absolutely the right thing to do. Every town or city I have ever visited benefits from pedestrian areas. The key is to enable people to arrive safely by foot, bike or public transport. Shops will prosper, people will be more relaxed. Street cafes should be the norm. Open market twice a week. Car parks should all have 1 hour free parking to encourage shoppers. Parking for disabled people must be a priority.
This seems sensible. There are always trade offs, but when you look at how this has been implemented in other towns during covid-19, it’s had some real benefits, including a real community deal with the increase in outside seating areas. It means more space which would help wheelchair users social distance more effectively and it allows for the queues. Makes sense. Plus it’s a trial – if it doesn’t work, can always go back to normal.
Absolutely brilliant no more dodging traffic and browsing pedestrians will make a more comfortable shopping e experience.
Ellerbeck Road should have timed restriction on parking to bring it in line with Coronation Road which is parallel to it
This would work better if the junction at the main road was closed or we risk giving a mixed message as it does on the car show. It’s dangerous to have a 3rd of the road open and the rest closed. Traffic could be re routed down rough Lea road direct into the car parks and bus station. The whole road could be open until 10am and after 5pm for deliveries etc it will also encourage a good operator to take over the currently empty scope shops and soon to be empty marks and Spencer’s by allowing them the same extra outside space as further down the road without prejudices.
I believe this to be the way forward for the survival of the high street, people will always object to change. Some thoughts to be incorporated are power points which could power Xmas lights, markets, perhaps sculptures etc
This could have the opposite effect and discourage people from visiting Cleveleys due to lack of street parking and easy vehicle access. Perhaps the pedestrianisation could run only from Nutter Road up to the junction with Bispham rd (running between Halifax and The fruit and veg shop). This would mean that traffic can still flow around the top end of Victoria road and access the street parking in that area.
This is a main route through Cleveleys and I think should be kept open. Shops could suffer because if this. If pedestrians get used to wandering over the road there could be more accidents in future. There is plenty of room if people are sensible.
So basically you want to make the paths wider and thus making it harder for people to get their shopping to cars and disabled to taxis etc block up the surrounding streets with traffic Making it dangerous for children in the area playing and move the buses making that harder for less abled…then with all the new found space allow cafes to fill it all up with tables and chairs making mess and litter and then the seagulls will attack bystanders and people walking pastor eating as they already do just so the council can push the rates up and charge more…. this is a ridiculous idea all it’s thinking about is money and revenue and increased rates for the council not everyday people
