Revamp of Jubilee Gardens

Wyre Council is about to revamp Jubilee Gardens, the green space on North Promenade. It’s been the site compound for the Wyre Beach Management Scheme, which is almost complete.

Jubilee Gardens is Cleveleys’ largest park, first opened in 1937. The Council plans to open the redeveloped space to coincide with the Garden’s 90th anniversary in 2027. See how it’s changed over the years. That’s thanks to council funding and local fundraising by the Friends of Jubilee Gardens.

Revamp of Jubilee Gardens

The beach works site compound was set up in September 2023 closing off the car park and some green space. Now the work is coming to an end, the park will be restored.

Attention turns now to reinstating the works compound area. Wyre Council is exploring how a programme of works could improve the whole 3.18-hectare site.

The space is currently home to a multi-use games court, skate park, youth shelter and children’s play area. Jubilee Gardens Bowling Club lies in the eastern corner, adjacent to the 111-space car park. Large open grassland makes up the remainder of the space.

2025: Public Consultation

The community, including residents, groups, businesses and visitors, were asked for their views on what happens next. What features and facilities they would like to see on the Gardens. The aim is to create an “active, beautiful and nature-rich” space in Cleveleys.

A public consultation took place over four weeks in October/November 2025. It was your opportunity to share ideas and any concerns in an online survey and drop-in sessions.

Councillor Simon Bridge is Portfolio Holder for Street Scene, Parks and Open Spaces. He said: “Wyre Council and Balfour Beatty have a clear responsibility to reinstate the area used during the works. But we want to go further by listening to our residents and shaping Jubilee Gardens around what matters most to them. Consultation is a chance to create a space that reflects the community’s priorities. Not just restoring what was there, but improving it for future generations.”

A team went out talking to residents, community groups and visitors at a design workshop and drop-in session. The aim is to find out how best to fulfil these ambitions in line with the wants and needs of local users and the wider community.

Residents, businesses and community group leaders were invited to ‘Brew and Meet’ at the Care for Cleveleys shop on October 22.

…and Younger People too

Children and teenagers from 2nd Cleveleys Cubs & Scouts and Lancashire Youth Service came together for an art workshop with Butterfly Effected CIC. It’s part of Wyre Council’s public consultation on reviving the Gardens.

These young people made their mark on Cleveleys, creating graffiti and designs for the town’s biggest park. Guided by street artists they each created unique artworks, coming up with design ideas for redeveloping Jubilee Gardens on North Promenade.

Artists from Butterfly Effected CIC, which has created murals at Jubilee Gardens and Cleveleys Bus Station, delivered the street art workshop on 7 November 2025, teaching children stencilling and spraying skills.

The children also came up with design ideas for updating the Gardens. Suggesting features like a remembrance garden, youth facilities, art installations and new skate park features.

All views shared in the consultation have been fed into the development of a Masterplan for the Gardens. This will include design proposals, taking into account the site’s exposed coastal location. Also including enhanced facilities and green travel corridors to support active lifestyles.

Revamping Jubilee Gardens in Stages

Stage 1

Wyre Council has already approved the Stage 1 Report for the Jubilee Gardens Masterplan. It sets out a clear, evidence-based vision for the future of the park as it approaches its 90th anniversary. The masterplan proposes a phased approach to investment, prioritising essential infrastructure and safety improvements first. Followed by enhanced facilities, biodiversity gains and longer-term transformational changes. 

Balfour Beatty will soon begin Phase 1 works of the masterplan. They’re helping to deliver the first elements of the Jubilee Gardens vision alongside other seafront improvements. Further details on timings will be confirmed in due course. 

Stage 2

The council is currently progressing Stage 2 of the masterplan, which will develop detailed design options for the site. Further public and stakeholder engagement is planned towards the end of May 2026. Residents, user groups and local organisations will have the opportunity to help shape the future look and feel of Jubilee Gardens. 

The next stages of the Jubilee Gardens Masterplan will include: 

• Stage 2 (Concept Design): design workshops, draft proposals and community feedback using interactive tools such as mapping and voting. 
• Stage 3 (Spatial Coordination): refinement of a preferred option, public exhibitions and online consultation, followed by final design development. 

Together, the beach management works and progression of the Jubilee Gardens Masterplan underline Wyre Council’s long-term commitment to protecting its coastline while investing in high-quality public spaces that support wellbeing, tourism and regeneration.
